I have some more info now that I have had time to dig into it.

I can stop the loop and cause solr to behave by reloading two cores. It
doesn't matter which two, any two will do.

If I restart tomcat I can repeat this cycle. If I remove all but one core, I
have to reload it twice.

This is seeming less like a configuration issue and more like a solr bug.
