[Opinion]

I think all roles should be displayed.

*BUT*, if a role is unavailable, it should be grayed out, have no checkbox to select it, and
a label (tooltip?) specifying why it is unavailable.

Unavailable Reasons.

# You do not have access to the Role (meaning, you are just a lowly user manager, you shouldn't
have access to the roles above you, such as System Administrator)
# This role is already assigned directly.
# This role is already assigned indirectly through child roles.
