Because you are releasing a multi-module project, you have to pass the arguments into the
sub-modules by using the "arguments" flag.  So in order to get the '-X' into the sub-modules,
you would do this:

mvn -X -Darguments="-X" release:perform

I will close this issue unless there is a compelling reason otherwise.
