Initial commit -r569789:
- Added tests for RepositoryConsumer and CleanupReleasedSnapshotsRepositoryPurge
- Added test data for the new tests
- Refactored AbstractRepositoryPurgeTest, DaysOldRepositoryPurgeTest and RetentionCountRepositoryPurgeTest
