A simple workaround for your attached it is to have :

<webResources>
<resource>
<filtering>true</filtering>
<directory>src/main/webapp</directory>
<targetPath></targetPath>
<includes>
<include>param.jsp</include>
</includes>
</resource>
</webResources>

Note the empty <targetPath></targetPath> instead of <targetPath>.</targetPath>
