Originally this issue was related to creating an aggregate javadoc jar, but this seems impossible
now because of MJAVADOC-125.  The javadoc plugin is skipped because the aggregate project
has a packaging of "pom".

If there are no plans to allow aggregate javadoc generation during the standard install lifecycle,
then I guess this issue should be closed as "Will not fix".
