When building tools around Maven 2, you need to be able to read the effective POM.  Currently,
the only obvious way to do this is to run help:effective-pom as a process and capture the
output, parsing out the XML portion.

It would be useful to have an API version of effective-POM, which returned the effective POM
of an artifact either as a String or a DOM Document.  Take your pick.  I'm not choosy.

And if this already exists, it probably ought to be documented a little better.  :-)
