the install mojo should install whatever dependencies it can from the current reactor, but
should *also install the remainder of dependencies using files in the current build's local
repository*. This should help ensure that snapshot dependencies which have not yet been deployed
(and may not be suitable for general consumption, even by developers) are available for use
in integration tests.
