I moved this to enforcer from versions-maven-plugin because fundamentally I believe this wisk
to beout of scope for the versions maven plugin.

The enforcer plugin is responsible for failing the build if things need to be enforced.

I may be able to write a patch to implement this in the standard rules in the next couple
of days if nobody else writes one first!
