For the doxia alpha branch I assume this is indeed a bug, at least the documentation is not
clear about it. However for the next version of doxia we decided to change the behavior, see
in particular the discussion at DOXIA-236. This is already documented (in svn) on the site
[1] and in the sink api ([2], see the javadocs for sectionTitle).
