Fix uses different configuration:

    <plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-resources-plugin</artifactId>
        <version>2.3</version>
        <configuration>
          <includeEmptyDirs>true</includeEmptyDirs>
        </configuration>
      </plugin>
