I can't find a JIRA issue, but I'm pretty sure this was a bug in a prior Maven version.

Yes, signatures are required and this should have been discovered during the vote.

Since the poms are plain text and could be compared pretty easily to the svn tag, you should
be able to verify that they are okay for your use.
