This happens quite often if you forget (in SVN for example) to create a 'tags' directory.
Maven release:perform releases the jar but the build then fails if the tag can't be created
leaving a mess.  I think this could be improved.

Suggested improvements

- in release:prepare check that the tagBase exists in SCM and fail before anything gets underway
- release:perform can make the missing tags base (perhaps this is too clever)
