Since this is not a bug of surefire itself, I am closing this issue as not a bug; at least
not for surefire.

This is  a known problem that normally can be fixed by ensuring that the <relativePath>
element of the <parent> element of child modules point to the correct path of the parent
modules, usually <relativePath>../pom.xml</relativePath>.  Additionally this behavior
has been significantly improved in Maven 3, as it was a known bug/weakness in 2.2.1.
