This is a consequence of [the way conflict resolution works|http://maven.apache.org/guides/introduction/introduction-to-dependency-mechanism.html].
The relevant bits from the project's dirty dependency tree:

Note that there are two paths leading to {{dom4j}}, one having a dependency on {{xml-apis}}
and one not. As both {{dom4j}} dependencies occur on the same graph depth, the one seen first
gets picked, including its transitive dependencies.
