from looking at MNG-4754 it looks like you use a security hashed password as is described
in 

http://maven.apache.org/guides/mini/guide-encryption.html

If this is the case, could you please try if (temporarily) with writing your password into
your settings.xml in plaintext? If this works, then its something with the encryption detection,
otherwise its really something with the parsing. txs!
