As far as I can tell, your assumption does not seem to be correct.
Attached a sample where all subprojects have well-formed distributionManagement urls.
The staging site navigation seems broken:

* The navigation links do not point correctly to their parent

I would recommend building the standard mvn clean site site:stage within the supplied sample.zip
project structure.
Then open the index.html of the target/staging/ directory in the root project and start navigating.

* The staging documents are not contained within the target/staging directory


I would recommend building the standard mvn clean site site:stage within the supplied sample.zip
project structure.
Then open the index.html of the target/staging/ directory in the root project.

Also note that some of the documents are strewn within the project root of the bar subproject;
i.e. 
not contained within the foo/target/staging directory.
