This is a classloading bug in maven 2.2. The class RuntimeDelegateImpl is sitting right there
in org.apache.cxf:cxf-rt-frontend-jaxrs:jar:2.6.3:compile, where it works fine for everything
else in creation. However, a guess occurs to me about the state of the thread classloader,
which I will now experiment with.
