Thank you Stephen,

After also updating the dependencies in the pom to:

            <groupId>org.apache.juddi</groupId>
            <artifactId>uddi-tck</artifactId>
            <version>${project.parent.version}</version>
            <classifier>test-javadoc</classifier>
            <type>jar</type>
        </dependency>

things started working.
