In the Guide to using Multiple Repositories (http://maven.apache.org/guides/mini/guide-multiple-repositories.html)
it is stated that

for a group of projects by defining a repositories element at the top of your inheritance
chain.

It is quite obvious that this won't work since the parent POM for a project would need to
be fetched from a repository whose location is specified in the parent POM which needs to
be fetched from a repository whose location is specified in the parent POM ... etc.
