Yes, you can. Open a pull-request on GitHub https://github.com/apache/maven-surefire
In social programming like GitHub it is much easier to review your changes, than a patch.
The patches use to be obsolete after few more commit, thus would not be able to merge with
master.
You have introduced a new parameter and that's maybe a candidate in surefire 3.0, but let's
see the impression in GitHub.
