We are using {{StringWriter}} throughout. Why not transform the resulting string? This is the easiest way and does not touch Velocity at all. With this, we can trough away our custom {{components.xml}}.

Thinking more about this, DOXIASITETOOLS-88 is about bundled text resources. This should be separate from the templates.
