For POM model, it's a String, you can't tell anything else
Plugins evaluate this String to make it actionable: this is where scm-api starts to act, to
parse {{scm:*}} urls with per-provider details
In POM model and model-builder, given calculations happen very early, it's just a String with
limited manipulations: currently just the expectation that the scm url to a module = the scm
url to parent + /artifactId
