The plugin already has {{requiresDependencyCollection}}, which is enough since a rule shouldn't
require all dependencies to be resolved in order to be executed. Depending on what you want
to do, you can maybe inherit from [{{AbstractBanDependencies}}|https://github.com/apache/maven-enforcer/blob/trunk/enforcer-rules/src/main/java/org/apache/maven/plugins/enforcer/AbstractBanDependencies.java]
or look at [{{DependencyConvergence}}|https://github.com/apache/maven-enforcer/blob/trunk/enforcer-rules/src/main/java/org/apache/maven/plugins/enforcer/DependencyConvergence.java].
What would be the use-case?
