Within this method, I write a 220 reply to the client with my custom message, and return FtpletResult.SKIP.
I expect that the server would not send the default welcome message, but it does it any how.
When I looked at the server code, the DefaultFtpHandler does not handle the FtpletResult.SKIP
case. I think it needs to be updated so a welcome message is sent only if the Ftplet returned
DEFAULT result.
