It basically boils down to

  (1) the source code using ASL headers.
  (2) the contributors having CLA and CCLAs on file (see http:// 
apache.org/licenses/)
  (3) the project dependencies being ASL compatible

I think that (1) and (3) could be resolved in the incubator. (2)  
probably has to be done before the code drop is accepted.
