    Resolution: Fixed

It turns out that the server does not respect the first rule outlined in the section titled
"default compensation order", which states that if there is a control dependency between a
pair of scopes, then the one that completes last must be compensated first. To enforce this
constraint, we now sort the compensation handlers in terms of their respective start and end
times. 

This issue has been resolved on the trunk (1.X branch), thanks to revisions 732584, 732579
(732580, 732587).
