It's most likely that 16.12.07 will be the last release of R16 and then R16 will no longer
be supported (think security).

Nope the official ones are https://gitbox.apache.org/repos/asf/ofbiz-framework.git and https://gitbox.apache.org/repos/asf/ofbiz-plugins.git.
GitHub is only a convenient mirror.
