I've opened a JIRA issue with Infra for this:

Although most preferred the "l10n" name for the list, I agree with
Dave that it can easily be misread as a number "1" rather than the
letter "l".  So when we communicate the name, on the website or in
emails, let's try to write it as "ooo-L10n" to reduce confusion.
