I didn't have any problem having bootstrap download it since I have the
LWP::Protocol::https perl module installed.  Unfortunately the buildbots
still don't.  Because of that, they'll fail the first download attempt
and then try OOO_EXTRAS as a fallback.  That will also fail because the
new version of the tarball isn't there.
