A fuller error message might be
"Error 1305 Error reading from file openofficeorg341.msi. Verify that the file exists and
that you can access it"  There could be other error messages, of course.

On Forum it has been suggested that this can indicate that the downloaded file has been downloaded
to a different drive than drive C: and placed its unpacked files on the root of that different
drive.  A cure seems to be to move the download to drive C: and install from there.  It may
also be a Permissions problem (perhaps Windows Defender blocking access?) or insufficient
Administrator rights.

Not using modern versions of Windows I cannot help further.
