Hey Karen!
I'm trying to understand your question.

Biblical Niqqud is not used on daily basis so I can guess you didn't mean
that they use Biblical Niqqud for the Hebrew interface.

If you're talking about typing with Biblical Niqqud so you'll probably need
to add the required keyboard layout to your operating system (In Linux it's
built-in although you can add a more modern layout and enjoy a better
overall Niqqud experience).

If we're talking about spell checking with Biblical Niqqud well that
requires a lot of work and research but I know some guys who will be glad
to hear from you regarding this feature.

Just a general notice: HSpell (The application that provides Hebrew spell
checking possibilities, currently the only one) is ported to
LibreOffice/OpenOffice but it's a completely different project.
