Not that way. The part #workday corresponds to an id="workday" somewhere 
else. Both is invisible for the normal user and only used internally. 
Text, which you see as normal user in the help, is never inside a tag.

The text you need to translate is in 
func_workday.xhp#hd_id3149012.186.help.text
The English version is
<variable id="workday"><link 
href="text/scalc/01/func_workday.xhp">WORKDAY</link></variable>

Here the part WORKDAY ,the content of the link element, is to be translated.
