This may be related to a change in how mod_perl 2 interprets
the status codes, compared to mod_perl 1. Try adding, near
the top of Apache::ASP,
  use Apache::Const -compile => ':common';
and then later on, at about line 157 in the handler sub,
change the line setting $status to
  my $status = Apache::OK;
