James Taylor resolved PHOENIX-2512.

    Resolution: Invalid

Didn't realize (or remember) this was part of the original design. Seems a bit weird, as data
is written as of the SCN typically, while this data would be at some other ts, but I guess
we can leave it as-is and see if users are confused at all.
