[~karanmehta93] the column would indicate that it's disabled. Note that this would mean disabled
at the Phoenix not HBase level. Phoenix should reject reads/writes to a table if it is disabled.
Once it's safe, an operator (or background cleanup job) can disable/drop the table in HBase.
