Right after sent this out, I have found the announcement that this can be
set right from the repo now:
https://cwiki.apache.org/confluence/display/INFRA/git+-+.asf.yaml+features

So I'm going to go ahead and experiment with this, as it's as easy as
changing a file in a repo to turn the features on or off.
