    Resolution: Fixed

Updated this fix to include a check for a loaded script engine manager. It is a valid scenario
to define an include that does not have an ID but does define internal IDs, since they may
be used by internal script code. However, an include that defines neither an ID nor script
blocks will generate a console error.
