This patch updates the Javadoc for Viewport.java and the "repaintAllViewport" property and
fixes the horizontal scrolling in ScrollPaneSkin.java so it respects the flag.

Tested in our application that was exhibiting the nasty horizontal repaint problems by setting
the flag and the painting seems clean now.
