Ate Douma resolved APA-2.

    Resolution: Won't Fix

I'm closing this is as "Won't Fix" as we've moved away from commons-logging completely now
and the webapp-logging component no longer is needed (or wished for).

I'll also drop the component/version from APA and delete the module from the APA project.
Note: whoever still wants to use this component can always use the jetspeed-webapp-logging-2.1.3.jar
or even the -2.1.4.jar when released.
