Rob Godfrey updated QPID-201:

Requires the ability to distinguish if a value is a "Null String" in a FieldTable.
Added required method to FieldTable interface, PropertyFieldTable class, and used the method
to return the correct exception in JMSPropertiesFieldTable.

Unit test amended to test for this case
