The no-local option in c++ broker is not processed when the queue is not declared as exclusive
----------------------------------------------------------------------------------------------

                 Key: QPID-944
                 URL: https://issues.apache.org/jira/browse/QPID-944
             Project: Qpid
          Issue Type: Improvement
          Components: C++ Broker
    Affects Versions: M3
            Reporter: Gordon Sim
            Assignee: Gordon Sim
             Fix For: M3

This means that it can't be used in conjunction with JMS durable subscriptions (as the queues
for those subscriptions can't be declared exclusive).

Solution is, I think, to do no-local checking when either the queue was declared exclusive
or when there is an exclusive subscription active.
