Rajith Attapattu resolved QPID-1830.

    Resolution: Fixed

I have committed a fix at rev 891805 on Qpid trunk.
The checkReadable() is removed from the toBodyString() allowing the toString() to be called
anytime.
If there is no content an empty string is printed.
