IBM JVM throws different exception when signal handler fails, stopping broker execution

Sun JVMs throw an IllegalArgumentException when trying to handle a signal that does not exist
or if signals are not supported, such as on Windoes operating systems. The IBM JVM, and possibly
others, wrap this in a RuntimeException, causing broker startup to fail. The code should catch
Exception instead.
