some subscriptions are not actually active when they are registered, and only become so later.
The queue is ntoifed of this state change as it is a stateChangeListener for registered subscriptions,
meaning the activeConsumerCount is incremented again and as a result the count shown can be
innacurate. When registering a new subscription the count should only be incremented if it
is already active.
