There are two issues:

(i) a simple bug in the QueueRegistry prevents observers being notified of the queue's 'destruction'

(ii) In QueueGuard::cancel(), the code only completes messages in the AVAILABLE state (which
does not include the ACQUIRED message in the reproducer)

Only the first of these issues exists on trunk (there is a different mechanism used for cancel

This patch against the 0.18 branch fixes both issues.
