Robbie Gemmell resolved QPID-4183.

       Resolution: Fixed
    Fix Version/s: 0.19

Changes seem reasonable (obviously there are several bits not implemented in the additions,
but they weren't implemented previously either so that isn't really an issue), and as they
are entirely isolated to the AMQP 1.0 code there is no risk to the the broker as a whole I
would suggest the changes should be requested for inclusion in 0.18 as a result.
