Another request for inclusion into 0.18:  QPID-4183

This fixes a problem whereby the AMQP 1.0 support in the Java broker
was inadvertently broken by some of the management work.  The changes
to the broker are isolated to the AMQP 1.0 support layer and have been
reviewed by Robbie.
