CMake has a companion tool CTest which can be used to run tests individually. This means that
each of the tests must be self contained.

Currently a bunch of the tests rely on a previous test "start_broker" to start a required
broker which is stopped by a subsequent test "stop_broker".

The start and stop steps should be brought into the individual tests that need a broker.
