There seems to be no strong reason we build these features as separate modules:

ACLs are a fundamental feature of a broker that does any sort of authentication so having
to load a module to enforce them seems strange.

SSL is a feature that any modern server/client should support if possible.

Note that under windows neither of these is built as a plugin.
